The measured answer first: across 239 completed games, 64% of first turns issued exactly 2 shares; 2–3 shares covered 88%.
The reason is arithmetic: turn-1 building costs about $10, and $10 starting cash + 2 shares ($10) = $20 covers track plus the auction.
Late-game shares are different: with no turns left to repay them, they are simply −3 VP each.

The share decision is where most new players stall, because it asks you to budget the whole round in one move. The good news: the math is simple, and the data points one way.

The real price of a share

A share is a contract: $5 now, $1 every turn, 3 VP at the end. Issued on turn 1 of an 8-turn game, it costs $8 in expenses alone — cash-negative before points. The only reason to issue is that turn-1 dollars become track, and track earns income every turn after. A share pays off exactly when the track it funds out-earns its costs over the remaining turns.

So how many on turn 1?

Issuing after turn 1

Over a whole game players issue an average of 9.6 additional shares beyond the starting two (246 games measured; the cap is 15). A mid-game share is worth it only if the track it funds out-earns $1 × remaining turns + 3 VP. That test gets harder every turn, and shares in the last two turns almost never pass it.
